What the exam is written on

Nunavut has no separate territorial electrician licensing exam. The certifying exam for a Construction Electrician journeyperson is the interprovincial Red Seal exam (Construction Electrician, 309A elsewhere).

Adopted for installations

The official regulation text adopts CSA C22.1-15, Canadian Electrical Code Part I (23rd edition, 2015), with Nunavut amendments in Schedule B. Regulation R-030-2015 (Electrical Protection Regulations, amendment) replaced "C22.1-12 (22nd Edition)" with "C22.1-15 (23rd Edition)" in s.4, effective October 1, 2015.

Who licenses electricians in Nunavut, and the license path

Licensing authority: There are two separate bodies.

  1. Apprentice, Electrician (Construction)

Electrician (Construction) is designated for apprenticeship by the Trade Designation Order, R-014-2016, s.1(n).

  2. Journeyperson: Certificate of Qualification, Electrician (Construction), usually Red Seal endorsed

Designated for certificates of qualification by R-014-2016, s.2(n).

  3. Nunavut Registered Electrical Worker (REW) / 'qualified electrical worker' (OCEI registration)

Under the Electrical Protection Act s.1, a qualified electrical worker is either a person holding an electrician's certificate issued in Nunavut, a province or another territory, or a person approved by the Chief Inspector under s.4, possibly with conditions.

  4. Residential Property Owner's Permit (homeowner)

Allows the owner of a single-family dwelling to do electrical work in that dwelling (Act s.13).

  5. Annual Permit (industrial/commercial operator)

Issued to the operator of an industrial or commercial establishment that regularly employs or contracts a qualified electrical worker (Act s.12).

Common misconceptions about the Nunavut exam

  • WRONG: Nunavut issues a 'journeyman electrician license' or 'master electrician license' through a licensing board, the way US states do.
  • WRONG: Nunavut uses the NEC (NFPA 70), or US terms such as 'journeyman/master', 'AHJ = city', or NEC article numbers. RIGHT: Nunavut uses the CSA C22.1 Canadian Electrical Code Part I with Nunavut amendments, and enforcement is territory-wide by the OCEI.
  • WRONG: Nunavut is on the 2021 or 2024 CEC like the other provinces. RIGHT: the regulation text adopts the 2015 CEC (23rd ed.) as of Oct 1, 2015, and CSA lists 2018.
  • WRONG: the Nunavut journeyperson exam is a PSI/Prometric open-book exam where you bring your own code book. RIGHT: it is the Red Seal exam: 100 multiple-choice questions, 4 hours, 70% pass.
  • WRONG: Nunavut follows NWT's current rules because the laws came from NWT. RIGHT: Nunavut inherited NWT statutes in 1999 but has amended them separately.
  • WRONG: an interpreter may be used on the Red Seal exam in Nunavut. RIGHT: ATOC Regs s.37 excludes the entrance exam and the Interprovincial Standards (Red Seal) exam from interpreter assistance.
